iPhone OS 4.0 SDK available to developers?

According to CNET, Apple has released a beta version of their iPhone SDK 4.0 to selected developers. CNET received the following email from a “prominant application developer”:

Just wanted to give you a heads up that we’ve submitted an updated app for the new iPhone OS 4.0 software.

I’d take this with a grain of salt, but you can decide for yourself!
